The Ministry of Economic Development in Russia has expressed its support for a substantial adjustment of the recycling fee for cars. The issue is currently under consideration by the government. Deputy Minister Maxim Kolesnikov stated that the ministry sees the need to adjust the fee and fully supports it. He highlighted the importance of the recycling fee as the main source of funding for the automotive industry in Russia. Last year, it contributed almost 1.5 trillion rubles to the budget.
The recycling fee for passenger cars was increased by an average of 1.7-3.7 times in August of last year, while for light commercial vehicles, it was increased by 2.5-3.4 times. The aim of the adjustment is to ensure the growth of domestic production and limit the import of foreign cars. It is worth noting that the cost of Russian cars will not be affected thanks to government support measures.
The proposal to introduce annual indexing of the recycling fee for cars was put forward in the Federation Council. The fee would be increased from the current 300,000 rubles to 1 million rubles by 2029 for cars with engines ranging from 1 to 2 liters. This increase in the fee is expected to stimulate the production capacity of domestic enterprises and restrict the import of foreign vehicles. The Senate also believes that this adjustment will not lead to an increase in the cost of Russian cars due to government support measures.
